Substitude for PhotoShop Elements

I noticed Photoshop Elements is no longer being offered as a program. What new Adobe program would be most suitable/similar as a replacement? Adobe Illustrator or Adobe Photoshop CC. I need a program that can be downloaded and doesn't require an internet connection to run.

Thanks for the link. I had only found the subscription options, which was not what I was after. I think this is exactly what I need.
