TEXT Box Issues - cannot change the size of my text box or easily move it.

Hello. I am having significant issues with using my text box in Adobe Photoshop Elements.  I have used both Elements and Photoshop for many, many years, so I don't think it's a user error, but don't know for sure!

When I click on text, and create text I am having 2 issues.  First, I often run out of space and the text is not showing.  This used to be easily fixable by reconfiguring the box, but elelments will not allow me to change the shape of the box or size of the box, no matter how much I try.  I have tried using my touch pad and my mouse.  

I am using Microsoft Edge as my browser....but in the past, it worked just fine.  

Any solutions?  This is driving me nuts.
