Unable to change text color or color of pencil drawing

How are you trying to change it?

Can you post screenshots or a video?

Are you asking for a how-to?  Or are the tools not working?

For the text, do the following:

1. Double-click on the text and it should all become highlighted
2. Click on the Color picker menu in the Text Tool's options.
3. Pick a color swatch
4. Click the blue checkmark.

The pencil drawing tool uses the foreground color which you can change by clicking on the color picker at the bottom of the tool panel and choosing your desired color:

If these tools are not working as expected, we need more information from you.  But the first step would be to reset the preferences. Go to the Edit>Preferences>General tab and click the Reset Preferences on next launch button.

Thanks much i did rest. the preferences and it worked once but when i tried to use red to underline it turned out grey and that is happening all the time.  I am using my ipad to send messahes here because i wasnt ablecto get to community help on my mac a 2023 mac mini using elements 2022. Thanks to all for the help i will try again tomorrow.

The tools are not working i have used the 2022 version of elements since it came out a d often changed color but for the last month i am not able to change to red to enter text or underline. It always turns out grey.

i will try to connect to community support with my mac mini 2023 but i wasnt able to connect from there today.

That sounds to me like your image mode is set to Grayscale, not RGB Color:
