Unable to open Raw files from Nikon Z7 II

It really doesn't matter what version you are using. None of them support your camera raw files. They require Camera Raw 13.1. Currently, Elements 2021supports Camera Raw 13.0.
However, there is a workaround that may allow you to install Camera Raw 13.1 on Elements. Take a look at this HelpX article.
Alternatively, you can use the free Adobe DNG converter to change the format of your Nikon raw files to DNG so that you can use them in Elements.
