Upgrading PSE Premier 2015 to 2019 on new machine

I have a new Windows 10 machine that I am getting ready to load. I currently am using PSE Premier on Win7 Machine. Can I just sign in to Adobe on the new MACHNE AND Purchase the upgrade for 2019 and download.  Then I will restore Passport Backup to new machine. Thanks for you input.
