I cannot upgrade PE or RAW updates to PE9, any ideas why?

There is no "upgrade." Each version of the software is independent, and a newer version does not overwrite an older version.

PSEv. 9 is no longer supported. The current iteration is PSE. 2018.

Suggest that you download the free 30-day trial. If you like it, you can purchase the license subsequently.

in that case PS is at fault. I clicked on about and check for updates. IF there are none it should not have told me there was. Simple enough to fix, don't you think?
