Using the crop tool in Photoshop Elements

For some reason, I recently lost the ability to resize images using the crop tool in Elements. I used to be able to choose and image and resize it but now I can no longer do that - can anyone help me?

    Which version of Photoshop Elements?

    What happens when you engage the crop tool and attempt to crop?

    It's PS Elements 14 and when I use the crop tool, it works fine -

    I used to just be able to sort of resize the image using the move tool -

    On the tool's option bar, look for a box with lines it on the right. Click on this to reset the tool. See if that fixes it.
