Vector files EPS, SVG and Adobe PSE 2019 question

Would like to license some stock vector images for a project in Word. The source offers the vector images as EPS and SVG files only. Is there a way to use Photoshop Elements or another software program to do any or all of the following? 

  • For vector files with multiple icons in the same stock vector file, copy a single icon and insert it in a new PS Elements 2019 file (which can then be saved and inserted in Word as an SVG, png, jpg or another compatible format).

PSE doesn't work with EPS and SVG files.   A simple google search of "Free Programs that work with SVG and EPS" will produce 19 million results. InkScape is a good place to start-- enjoy it's learning curve--- and there are forums all over that cover it.
