Watermark, Elements 15.

As simple as this is suppose to be-----I am having problems. I made the watermark I would like to have. I saved it but I can't get it saved to my photo bin to use it. I thought if you had it in your photo bin, it was a matter of just dropping it onto whatever photo you would like. Maybe I need to start all over again?? Here is a pictured of the watermark I am trying to use but must not have it saved correctly?
