What Has Happened to the Chrome Effect Filter

I recently upgraded from Elements 10 to Elements 2019. I noticed that the Chrome Effect filter in 10 is missing in 2019. Anyone know why.

    Should be possible to access from the menu in Expert mode. Open your image and go to:

    Filter >> Sketch >> Chrome

    Then adjust the sliders to your liking
