What is "Optional"

In my Elements test version are a lot of (Optional) features which do not work. What is the purpose?

It depends on which mode your in. For the most available features switch to Expert mode.

Jeff, what is "eLive" that I see on the screenshot you posted? I have PSE 2020 and don't see that on my Editor screen.

Walter, that was an interactive tutorial feature from Elements 2018 and before.  It has been replaced by the new Welcome Screen carousel.
