What video card, and other system elements, will make PSE 12 run faster

Current laptop is HP Envy17 with dual quad core i7-2760QM, 2.40GHz CPUs, 16GB RAM, Radeon HD 7690M XT graphics card using 1024 MB dedicated memory and 8933GB shared system memory. Display is 1920x1080.

Computer is 7yo and I will replace it this month with an upgraded notebook with a 4K display and external monitor.

I plan to upgrade to PSE 2019, or perhaps Lightroom or something else at the same time.

Opening 10 ~30MB DNG files in the editor takes about 20-30 seconds per file.

When files are being opened in the editor the organizer screen locks. Only after all the files are open in the editor and some additional time (30-60 seconds) elapses does the Organizer become active. It also puts me back to the beginning of the list of photos in the directory that I am working instead of leaving me at the photos I just opened.

When I zoom my DNG images in the Editor to 1:1 (ctrl 1) to check for focus all are soft but they seem to print better than the display shows.

Questions:

  1. Why so slow to open files in the editor?
  2. Why does the Organizer lock and what should I do to avoid this?
  3. Should I get Lightroom instead of PSE 2019? What would it bring me, if anything, since I only do basic editing?
  4. What video card is recommended: NVIDIA GeForce or Quadro?
  5. How much onboard memory?
  6. What CPUs are recommended and how much RAM?
  7. Is a 4k display necessary to get sharp images at 1:1?

Any thoughts would be very helpful.
