Where are the .pdf reference / help manuals for the 2018 versions of Photoshop Elements, Premiere Elements and Elements Organizer?

Where are the .pdf reference / help manuals for the 2018 versions of Photoshop Elements, Premiere Elements and Elements Organizer?  I cannot find anything later than the .pdfs for version 15 from 2016.  The online help for these products is near to USELESS, as Adobe's site does not permit that help to be exclusively searched for the individual products, but searches instead occur across multiple Adobe products, and the results are usually useless and irrelevant.  Moreover, those of us who have non-subscription products do NOT want to find that one day our products have no available documentation because Adobe has moved on to new versions.  Also, professionals and academics do not have hours and hours to waste trying to find answers to questions online that could have been found in a local comprehensive .pdf reference / help manual in only a minute or two....  The online Adobe help system is inappropriate for these products and it is entirely user unfriendly; Adobe needs to reverse course and provide .pdf Help / References to download for these and other products.  From where may I download these?

The word from adobe is that there were problems with the pdf creation process and now that things are being corrected, we should start seeing pdf help again in early January.

Meanwhile the pse 14 pdf covers a lot of stuff that's the same in pse 2018.

What word from Adobe?  Who is your source?

The PSE 15 references are available online, and those are newer than the PSE 14 .pdf you mention.  However, I am looking for the PSE, PE and PSEO references for 2018....
