en i try to save an image ,pdf is not an option. WHY NOT?

You do not say what version of Photoshop you are using.
In CC, for help click the magnifying glass at the top right of the toolbar and enter what you are looking for help with
For the PDF issue - what is your image mode and bit depth (Check Image - Mode ) e.g. you will not see PDF as an option to save 32 bit images

I am using adobe photoshop elements 15 & premiere elements 15.
Made an error in question should have been .jpg. sometime its there to save
as, sometimes not?

I open a file in .gif format
I then resize it to a small pic to create a thumbnail
after I resize and do a "save as", the .jpg option is not available.
am using adobe photoshop elements 15

When you open the gif image, look at the menu Image >> Mode. If it's not RGB, set it to RGB before saving to jpeg.

The information you provided is good enough for us to explain

You cannot save indexed-color and bitmap mode images in JPEG format. GIF is also indexed-color type format. Which is why you don't get an option to save GIF images as jpeg.
Note: Save and export images in Photoshop Elements would be helpful to you in understanding about file formats handling in PSE.
