Since 32 bits versions are no longer available, you might consider asking for a refund and try to find the PSE14 version on big resellers sites.

(Adobe never sells older versions than the present V15 one)

On the other hand, you'll have problems with an old 32 bits hardware : many features of recent Elements version require a lot of power and memory, for instance face recognition, geotagging, smart tags...
