You must have been using Photoshop before. Not Photoshop Elements.

Elements has never had Blend If.

Do you have photoshop elements 2018 or photoshop cc 2018?

Photoshop elements 2018 or any version of photoshop elements doesn't have Blend If, that's only in photoshop cc, cs6, cs5, etc.

Oh wow, that's so not cool for Adobe to leave it out of their non monthly subscribing version. Its not like I didn't still pay for it, ugh.

I was specifically using tutorials to try and smooth the skin, and the one with this function seemed to be the best.

Taking photos of my 4 month old who has eczema. Do you happen to have suggestions on a good tutorial that can be completed smoothening his skin? Need more than just healing brush lol

Photoshop elements is more of a consumer version of photoshop and always has been, regardless of whether photoshop itself was a perpetual license or subscription, so photoshop elements doesn't have all the options and settings like blend if.

You can try some tutorials like these:

    Smooth Skin with Photoshop Elements

Photoshop Elements > Retouching > 1 - Smooth Skin, Quickly

    Smoothing Skin

There is also an add-on for pse that has Blend If settings.
