Win 10 and PSE 9

Have desktop that has PSE 9 and PRE 9 on it since I bought them.  Worked fine until Microsoft pushed WIN 10 the computer.  Now the dropdowns in PSE are empty, rendering the commands useless.  No errors are indicated.  I uninstalled both and reinstalled them both and there was no change.  Does anyone know what I should do?

    Using the suggested alt/control/shift method results in nothing in PSE other than the initial start up screen.  I click on EDIT and the 'normal' looking screen appears but, again, all the dropdowns are almost totally black and can't be read on this screen.  In PRE, I can get to Edit>Preferences and there are 11 selections but there is no selection for resetting preferences.  I remember which block in PSE allows a photo file to open.  Now it is letting me open jpg files but none of the dropdowns can be read so are useless.

    Version 15 is compatible with Win10

    Version 15 is 64bit only for both Photoshop Elements and Premiere Elements
