Question

Window saying "Building Content and Effects" popping up whenever launching Adobe Photoshop Elements 15.

This window will take several minutes to go away, and it pops up every time I launch the program. This issue is very frustrating since I can't use the program for several minutes until the window is finished loading.

I can only give you instructions for Windows.  Somebody else will have to chime in if you are on a Mac.

Go to the Control Panel and (for Windows 10) Select Programs and Features.

Select Adobe Photoshop Elements 15 and click on Uninstall:

If you receive a dialog window that asks whether you want to delete preferences, I suggest you say yes/OK.

To reinstall the program, use the installation disk that came with the program.  Insert it and follow instructions.  If you bought a download version from Adobe, follow the instructions found here.

If this doesn't answer your question let us know what Operating System you are using (Windows/mac and version number).

Try uninstalling and reinstalling the program.

I'm not great with tech-stuff. Could you briefly explain to me how to reinstall the program?
