With PSElements 2022, can I batch edit? I want to bring up the brightness on 100 photos at once.

I'll answer first by another question:

Why do you need to lighten 100 photos?

Answer to this question: it's extremely frequent if the brightness of your display is too much. That's what has to be corrected.

Answer to your question: no there is no real batch process, but you can open many files at the same time and add the same correction, either in the Quick mode or in the 'open in camera raw' process. In practice, I run batches of 20 to 50 files opened at the same time. Would you like more info about those two solutions?

The edits you can apply to a single file in Camera Raw can be applied to a batch of opened files. You only need to Select all opened files (shortcut Ctrl A) and click 'Done'. The limitation is the number of files you can have opened at the same time in ACR. It depends both of your available RAM and scratch disk size and the size of the raw files. You can also batch edit jpegs in ACR (Open in Camera Raw...) from the editor.

 

Remember that the last set of edits made by 'Done' or 'Open' is saved, and you can apply the same recipe to a new file or batch of files so long as a a newer set is not saved to take its place. If you have saved a raw file even months before, you can always open it and save it again  before editing a new batch. Use the 'Apply previous settings' from the [...] icon on the vertical icon bar on the right.

 

You can also apply one of the 'profiles' available on the second line under the histogram.

Depending on your needs, you can also batch edit both raw and other format files, using the Instant Fix Editor in the Organizer.  The Editor includes a crop tool as well as slider controls for light, color and clarity.  It also has an adjustable Smart Fix which may be all you need.  I use this editor all the time for quick fixes.  Of course, if you need more refinement, Michel's suggestion would be the way to go.
