Go to Edit>Preferences>General and check "allow floating documents in full edit mode."

Click on the "arrange icon" and select "2-up".

I have a Mac I went into System Preferences General but it did not have "allow floating documents in full edit mode" the previous Adobe Elements I had no trouble have two photos in the work space I now have 2018 version. any other ideas Thanks

In Expert mode just go to Layout (bottom of screen) and click on All Grid or All Column or go to Window>Arrange>Tile
