I bought Canon EOS 6D, Mark,II. I,use,Adobe,Photoshop Elements V.,14.1, but cannot open RAW files from this camera. Have downloaded all updates from Adobe. Below system info

Your raw files require ACR 9.12 but PSE14 can never be updated that far.

I would suggest downloading the free DNG converter. You can batch convert a folder of Canon raw files into Adobe Raw (DNG) without any loss of quality. Then simply import the DNG files into PSE14. Alternatively purchase the upgrade to PSE 2019.

I think the KERNELBASE.dll error is a Windows error so you would need to seek help in the Microsoft community. Otherwise you could uninstall and try the 9.12 version specific to your camera. Let us know if that makes any difference.
