Correct answer hatstead

1. Open your black/white photo file

2. Go to Image>mode and check RGB Color

3. Open a Hue/saturation Adjustment layer above the background layer. In the dialog that opens, check "Colorize." Next,  adjust the Hue-Saturation-Lightness sliders to suit.

4. This will make a global color change. If you wish to colorize only an object on the picture, select the object and place it on a separate layer (CTRL+J), and colorize same.

Hi

I don't use Photoshop Elements, but from a Google search the colorize option was first introduced in version 2020

https://petapixel.com/2019/10/03/adobe-unveils-photoshop-elements-2020-with-ai-powered-photo-effects-auto-colorize-and-more/

I'll move the thread to the Photoshop Elements forum
