fixing underexposed photo

I am editing a photo from 1973 where a flash wasn't used. Can I fix this using Elements 15 so I can see their faces? Thank you.

    Not without a better scan of that photo or (ideally) a better scan from the negative itself. That image doesn't have enough data in the face area to be recovered.
