I have licence for Photoshop Elements 15, how do I download it again after reinstalling Windows 10?

I have been all over the Adobe website and cannot find how to do this, I just get multiple invitations to download PSE 2021, which I do not want.

Why, oh why, is this so difficult?

Download older versions of Adobe apps

If you still have the installation disk, you can use this. In the event that your computer does not have a  CD drive, copy the disk to a thumb drive on another computer, and install via USB.

but if windows is being reinstalled, it implies the computer crashed.  So, the licence is associated with the computer, but then the software gets wiped out with a reinstall.  isnt it necessary to somehow "free" that licence, so it can be reinstalled on that computer?  Wouldnt an attempt to install it a second time be perceived of as a second installation, which you are not authorized for?

The license for PSE is supposed to be for installation on 2 machines. Obviously it would be prudent to deactivate if the software is no longer used on computer A. Then if you install it on computer B, you would still have one installation in reserve.

The problem comes up if the original installation disk & serial number are not available. Adobe does not support old versions of the software, so download links are not readily available.
