How do I cut a photo into a shape in Photoshop Elements 9

I haven't been able to figure out how to take a photo and put a shape leaving the outside transparent ... say a retangular photo into an oval.

As you're working with Photoshop Elements, I believe the Cookie Clutter Tool should help with cropping images into a shape, please have a look here to know more about it: https://helpx.adobe.com/in/photoshop-elements/using/cropping.html#use_the_cookie_cutter_tool

Some screenshots using pse 8 which is smilar to photoshop elements 9 and the Cookie Cutter Tool.
 
With the Cookie Cutter Tool selected, chose Shapes from the fly-out menu for a Circle to use for an oval shape.

Draw out your shape on the image and then press the Green checkmark.
