How to prevent brush stroke overlap

I need to paint with a low opacity 40% in order for the other layers line to show . If I miss a spot and go back to paint over it it multiplies and darkens the area I paint previously . I am using a normal brush . Is there a way to stop it from multiplying pixels that have already been painted .

Open a blank layer at the top of the stack of layers, and do the touch-up painting on this layer. Then, you can adjust the layer opacity to suit.

Additionally, you have the option to paint with a brush set at less than 100% opacity.

Also, on the blank layer on which you have touched-up, scroll through the blending modes. The "overlay" blending mode together with reduced opacity works well in many instances.
