Image files open minimized and on wrong monitor

When I open a file for editing from a windows explorer window, the Photoshop Elements software opens on monitor #2, where I have moved it, but the image file opens as a small square in the upper left corner of monitor #1.  This never occurred in earlier versions of PSE I've used.

    The size and location of the window is the second bug created by the last Windows 10 (1803) update.

    1 - The various error messages due to the RAM size are described in this paper with the solution of editing the Windows registry:

    2 - the windows error when you have chosen the preference to edit files in floating windows in expert mode :

    The workaround is to keep the Ctrl key pressed when opening the media file.
