Image files open minimized and on wrong monitor

toddc10454431  wrote When I open a file for editing from a windows explorer window, the Photoshop Elements software opens on monitor #2, where I have moved it, but the image file opens as a small square in the upper left corner of monitor #1.  This never occurred in earlier versions of PSE I've used.

The size and location of the window is the second bug created by the last Windows 10 (1803) update.

The workaround is to keep the Ctrl key pressed when opening the media file.
