Photoshop Element 12 Unable to install

I am trying to install Photoshop Elements 12 on my new computer and receive Error 1935, stating an issue with the assembly component. How do I fix this so I can install the program?

I am the admin, it is Windows 10 Home 64 bit with 16 GBs of ram and a 2 TB hard drive.
