Does anyone know when Adobe will be upgrading the Mac version of Photoshop Elements 2018 from a 32 bit to a 64 bit application? This is required for the new versions of Mac OSX.

Still, even though the pse 2018 editor/organizer are indeed 64 bit, some of the components like the adobe application manager used for updates are still 32 bit.
Adobe is working on it as explained here:

No need to worry since even apple hasn't specified a set timeline for not being able to run 32 bit apps at all.

Was this ever answered or addressed? OS Catalina will not support Adobe Elements and there isn't an update on the Apple App Store where I purchased it. Just a new Adobe Elements 2019 which cost $99. (I don't want to buy another program which is basically the same prgram but 64 bit.)

There will be no update for Elements 2019 for Catalina.
You'll have to upgrade to Elements 2020 if you want to run it on Catalina (macOS 10.15).
