Photoshop Elements - ERROR: 150:30 - license recovery will not open

Hello everyone.  I have Photoshop Elements 8.  I recently tried to upgrade from OS X 10.9.5 to like 12 or something.  My computer essentially locked up and the only way to get it to open any software was to re-load 10.9.5 from my time machine.  I also recently started using Chrome instead of Safari.

Now when I try to open Photoshop Elements it says:  Error 150:30 and will not open.  I read some other posts and tried to download the LiscenseRecovery111.dmg but it won't open on my computer fro some odd reason.  I have also been running CCleaner alot so not sure if that has screwed something up?  Please help!
