Place option grayed out elements 13 photo editor

I have been am using elements 13 photo editor in expert mode.  All of a sudden, the "place" option is grayed out.  See screenshot.  How do i fix if?

    Looks like the document you have opened in in the Index color mode, which doesn't support layers and that's why Place is greyed out, since Place would add a layer.

    Try converting your Index document to RGB Color and then Place should work.

    Do you have a file open in Photoshop Elements?

    Is a layer selected?
