Reset Image Size defaults and other things

I'm a fairly new user to photoshop elements and am having issues trying to get the program to do what I would like it to do.

The first thing: When I select ALT + CTRL + I (image > resize > image size) I would prefer the Pixel Dimensions default to Percent and the bottom option to default to Bicubic Sharper (best for reduction). Is that possible and if so, how?

Second thing: what is the keyboard shortcut for Brightness/Contrast adjustment?

    By default, the last settings you have used are 'sticky' and should be available for the next photo. Does it work like this for you?

    Second thing: what is the keyboard shortcut for Brightness/Contrast adjustment?

    No shortcut that I know of for that.

    The last settings are not sticking and there is no option to select to save as default.

    Press Alt,N,L,C for Enhance>Adjust Lighting>Brightness/Contrast

    or

    Alt,L,J,C for Layer>New Adjustment Layer>Brightness/Contrast

    You just need to press the keys one at a time, not hold them all down at the same time.

    Capital letters are not required.
