I'm brand new to Elements and have been able to fumble around in it and get my pictures organized.  But the simplest thing I can't do!  I seem to be following the directions to whiten teeth, but after lassoing the teeth and using the brush, the teeth don't whiten.  Could someone please step by step me to solve this?

After you click on the teeth with the tooth brush to make the selection, switch to Expert Mode.

You should see a black mask has been added in the layers pallet above the background image.

Use the menu: Select >> Deselect so you can see the teeth more clearly

Ensure the black mask is selected (with blue highlight)

Now tweak with the opacity slider but 100% will make the teeth look neon. Keep backing off the slider and releasing the mouse until you get a natural look. I find opacity between 47% & 51% usually works well.

Then re-save your photo.
