Does anyone know how to change a file that is 16 bit to 8 bit on iPad photoshop? I know how to do it on desktop version but I don't have a laptop. Thanks!

Open your photo in lightroom on your iPad. Select export as TIF. Here you can select the color depth to 8 bit. Now transfer the photo to photoshop on your iPad. Done!

Changing the bit depth in Photoshop for Mobile is not yet available as a feature.

If you want to get the image into Fresco, you'll need to export a copy as JPG.

iPad photoshop process cloud documents as far as I know not normal files. Many of Desktop Photoshop features  do not exist in iPad Photoshop. I don't use it so I can not comment on its color support or what edits mode it may have. IOS is a mobile Phone and Tablet OS.
