adobe dimentions advert everytime i use warp tool

when i start photoshop cc2018 i get an adobe dimentions advert everytime i use warp tool for the first time.

i click close, (and not the "later" button) but it comes back.

it's like one of those 'orrible rich tool tips

(tool tips and rich tooltips are set to off.)

it's an irritation rather than a show stopper, and i assume this is a bug not a feature?
