It may just indicate that the entire image file is contained within the Application Frame.  Cmd+ repeatedly until the image file is greater than the Application frame and see whether the scroll bars appear.

I found the solution of the problem. In the current version, the scroll bars only appear if the photo is enlarged and exceeds the frame. I took some time !
