I would like to set measurement scale and record measurements from images. I have found great tutorials on how to do this, but these functions are greyed out and not available when I try to follow the tutorials.

Is there some sort of initiation step for using these tools in the perpetual licence version of Photoshop? (I have Photoshop 13.0 x64 running on Windows 10)

Could you please post a screenshot with the pertinent Panels (Layers, Channels, Options Bar, …) and the dialogs visible?

On which Photoshop versions were the tutorials created?

What exact version are you using? The analysis tools were part of CS6 (v13) Extended version but so was 3D which is not shown in your menu options.
