Tried all the tools to get rid of them and patch tool worked but then when im creating the other layers for the pop art they re appear. Tried cutting them out with lasso and making them all white or black and they still wont go away. Please help!

So the problem really is removing the hearts?

Try selecting the arrea you want to remove with Lasso tool and use Edit > Content-Aware Fill

This hould remove them "forever". If it doesn';t work the way you want it you can apply Content-Aware Fill again.
