Having trouble with OPENCL and OIL PAINT filter

I recently upgraded to Photoshop 22.3 and I did so in hopes of getting an action I downloaded to work. The action works ( kinda ) the problem is that even though the oil paint filter is NOT greyed out it still doesn't respond. 

When running GPUZ it says my card supports OPENCL but inside Photoshop it will not allow me to check it is greyed out!

Also when I try to click on the OIL PAINT filter I get an error saying I need to update my drivers but I have the most recent one available can someone please help me because I need this filter for a project in working on thank you in advance.                                                                                                                                                                                                     Adobe Photoshop Version: 22.3.0 20210302.r.49 660cd2e x64
