HELP! How do I create this texture overlay in photoshop or illustrator?

It's a french wash or rag rolling painting technique that I would like to replicate.

Are you sure that’s not just paper texture and possibly darkening/yellowing on the edges? 

It often seems more efficient to purchase a stock image or scan/photograph an actual piece of paper or carton than trying to create it sythetically.
