I have a  picture that is a little blurry. I was wondering how do I touch that up?

All is depending on why and how much blurry the picture is. Shake reduction filter is indeed the first option to try. But do not expect wonders (even that the filter does wonders). Bad pictures stay bad...

Corrective techniques are dependent upon the source of the blur: camera shake or focus. If you post the image it would make it easier to provide a specific approach to help you.
