How to create a spirit-leaving-body effect in Photoshop?

Hey guys, anyone with any ideas on how to create an effect like an out-of-body experience like in the image I've attached? Specifically, how to blur and lengthen parts of a specific image (like the hair and white clothing on the lady) and how to create such a glow around a person?

Any help will be greatly appreciated! I'm still learning.
