Go into the Filter Forge application folder
/Applications/Filter Forge 4
and copy the
Filter Forge 4 universal x86.plugin
to
/Applications/Adobe Photoshop CC 2017/Plug-ins
Don't copy any of the actual files from the Filter Forge folder into the "Adobe Photoshop CC 2017/Plug-ins" folder. Instead, create an alias of the "Filter Forge 4 universal x86.plugin" plugin, and place it in the "Adobe Photoshop CC 2017/Plug-ins" folder. (Hold down Command-Option while you drag the "Filter Forge 4 universal x86.plugin" file to create an alias of it).

Thank you — three years later, using Adobe Photoshop 2021, I stumbled upon the very same issue and was getting all sorts of errors from Filter Forge 9 (and the beta version of 10).
Creating an alias, as opposed to copying/moving the 'universal plugin', did the trick!

I was incontact with FF and have installed the beta version 10 and that works. I have Window 10 64bite and current with cloud. FF 9 did not register.
