Is photoshop good to create thumbnails

I want to create thumbnails, searching for a thumbnail creating software. I wanted to know is photoshop good to create Youtube thumbnails?. I have tried tube buddy free thumbnail maker and vidiq maker. I know they are not much powerful and functional but are safe and gives value fo money.
