I have PS CC2019... EVERY time I open a "new document" the defult settings are as follows
Name= Untitled-1
Document type= Clipboard
width=1843 PIXELS
Height = 2911 PIXELS
Resolution = 240.005 Pixels/Inch
color mode= RGB Color 8 Bit
Background contents= white
So my question is.... HOW do I get this document field to open ALWAYS in INCHES.... NOT pixels ????
I have tried setting the units and rulers to inches... that does NOT change anything...
I have tried to save a document AFTER I change to inches... then reopen... still opens in PIXELS..
additionally, even AFTER I change the Units and Rulers to inches... after working a document... closing PS... and then re-opening PS... it re-opens in PIXELS again...
WTF... Frustrated...

Just change your rulers to Inches, and that's how you will work the image.
If this does not fit your workflow, can you explain what is causing you problems?

Photoshop works in pixels. That's the basic unit. So when you open a new document, you define it by the pixel dimensions.
Yes, it would be possible to define a new document in inches, as long as you also set a pixels per inch value. Which is just a roundabout way to define the pixel dimensions, so you get back to that either way.
But inches alone means nothing in Photoshop. That's not a file property.
I suggest you get used to it. It will help you understand better how Photoshop works.

I've been using Photoshop since ver 4... I have a pretty good idea how it works.... PRIOR to updating to ver 2019, ANYTIME I created a document ... such as 12 in x 24 in x 300ppi.... and saved or closed THAT image... the very next time I opened a NEW document, the settings automatically defaulted to 12 in x 24 in x 300ppi.... same is true if I created a document at 24 in x 48 in x 200ppi... After I closed THAT document... then opened a NEW document Photoshop would open with 24 in x 48 in x 200ppi....It wasn't until AFTER installing the update that Photoshop started opening EVERY new document as 1843 PIXELS x 2911 PIXELS x 240.005 PPI.... and this is NOT a download bug... because I have re-installed the latest version... so I am baffled...

Are you using the classic new document dialog or The new New Document interface that has a bunch of presets and keeps a recent used list. It does not seem to matter what unites are in there when I open the new documents the document is created the correct size for those settings. However in image widows units are displayed in the units I last set in an image window. It may very well not be the unites used in the new document dialog to open the new document.
If your CC 2019 is not working like that have you tried resetting your user id Photoshop preferences.

I do NOT use the new document default page... I have mine set to open directly into photoshop workspace... i use the drop down menu to "open a new" document... I have reset and re-installed with the newest update...

I do not use the new Home workspace either. I asked about the New Document interface. As you can see in my preferences general section I disable the Home screen and I do not enable the old legacy "New Document" Interface. In Preferences workspace section I do not open document in Tabs or enable floating image windows to be dock. You can see how Photoshop open on my workstation. See what the New document interface looks like and how a new document open one my workstation.
Have you tried resetting your Photoshop Preferences.

OK, we now have a much better idea of what is going on, but not necessarily an answer.
Can you show us a screenshot of your new document panel?
Do we know what operating system you are using?

I know you say you don't use the new new doc screen, but open it and have a look anyway.
Is it set to a specific tab and preset, for instance?
Looking through the thread, have you reset Preferences yet? I hate suggesting that unless all else fails, as it annoys the heck out of me when I am forced to resort to it, but when things get weird, it fixes a lot of issues.

The document has pixels. That's a given. If you want to work in inches, change the ruler as suggested.
If you want the image size dialog panel to display inches, uncheck Resample. If the ruler is set to Inches, then the Image size will change to inches as soon as you uncheck resample.
You can change parameters in the image size panel with resample unchecked.
So if I change the resolution, the linear image size will change accordingly.
Or you can enter a size in the width or height fields, and the resolution will change to fit that.
The bottom line is that the size and resolution you used in the new document panel will be adhered to. You can trust that and get on with your project.
Inches are not an available option for type in Preferences
But you can specify a size in inches in the Options bar.
So if you type 1in in the size field
And Tab out of that field, it will change to the unit set in Preferences

I think as you use Photoshop more and more you will see the Photoshop save some setting you change while you edit things. Photoshop remembers it for the time the feature is used. For example If I open documents and in the image windows my rulers are displaying in Pixels. If I right click on a ruler a menu will open and I can select inches. The next I open an image it will open with rulers showing inches.

If you choose a new document for PRINT it will give a size in inches. A new document for WEB will use pixels by default

thank you for that... however, I do NOT open photoshop with the default screen.. so is there a way to have it open for PRINT in the classic view as I have it opening now... see my screen shot above for how it looks when I open... thanks...Dave

Yes, I hear what you're saying, but what you want would cause no end of misunderstandings and complaints - and very likely did: we've had our share of posters who opened a 50 000 x 80 000 pixel document and couldn't figure out why Photoshop choked.
If this has changed, it's a sensible change IMO.

Me too, not helpful to say "get used to it" ...THAT IS ALL I USE PHOTOSHOP FOR ...INCHES.
