Pan/zoom lag

hi guys! I’m using a Wacom MobileStudio Pro i7. when I use photoshop, panning using the pan tool or scroll bars causes significant lag that’s makino the software practically unusable. It is particularly bad when using the scroll bars.

Ive attached a video of the problem. If someone could please give me advice on how to fix this I’d be very grateful!
