Same problem. Just started today. Using Photoshop 21.1 and Mac OS 10.15.3. Tried restarting PS and then the Mac, not still happening. Saving with every stroke to not lose work!

The most recent update appears to have fixed the issue. It was issued within the past two days. 3/21-3/23

I think that you need to authorize Photoshop to record the screen in order to select the colors outside of Photoshop on the new Macs under Catalina, see: https://community.adobe.com/t5/photoshop/photoshop-requesting-access-to-record-my-computer-s-screen-any-comments/td-p/10683932?page=1

This is an interesting thought and I will try it, thank you.

However, I think the bug has more to with the use of the eyedropper shortcut.

When I am painting on a photoshop file and go to sample a color from another open photoshop file commonly I would temporarily convert my brush to an eyedropper using the option key. Hold down the option key (you will see your cursor turn to the eyedropper), sample the color you want, release the key (the cursor turns back to brush) and continue painting with the loaded color. This is a huge time saver and has been used by countless digital artists for years.

The upgrade-it seams has installed a bug when I try to utilize this function.

When I manually change my tool by clicking on the eyedropper, sampling the color, then clicking back on my paintbrush to continue working the program does not freeze.

At least I do not lose all of my work from the last hour but it takes forever to get anything done.

Having the exact problem suddenly the last two days. In another thread I was advised to trash prefs to get up and running... clunky and time consuming but was up and working... uhh for about 10 minutes then spinning beach ball of death was back.
now found this thread. Permission for screen recording is bunk. Im getting no such dialogue w/ latest Mac OS and latest PS, yet here I am. This is beyond frustrating.... I sit here and wait as I'm downloading previous version of PS.

Same problem-except if I use the eyedropper on the piece that I am currently working on.

Same problem. If I take a color sample from one file and move the eyedropper to another file, PS freezes.
