Under export -> devices -> computer -> HD 1080, I can write my video to a file.  Under export -> Disk -> DVD, I only have two SD options.  Where are the HD options?  I did a bluray in the past with another movie before they removed the functionality.  Now I don't have HD.

I don't know exactly when (I have version 2021) but as you have discovered the BluRay option has been removed

You will need to export a HiDef file and use other software to author and write a BluRay disc

This is what I see after inserting a blank DVD and scanning for the device.

This is exactly what I'm seeing and facing.  As of February of this year I still had higher definition options for burning an ordinary DVD, not even a BluRay.  Something got updated in the background that took this away!  Who in their right mind thought this was a good idea?

And I am using Premiere Elements 14!  Explain to me how my higher definition DVD option was removed without me actively seeking an update?  I am royally POd.

I don't think Adobe has the tools to remove a feature in older software like your version.  Without knowing more, my guess is that the drivers that came with your disc burner were changed or deleted.   I once had an ASUS 'gamer' laptop with a built in DVD and Blu-Ray burner.   After a Windows update, it quit and I never got it to work again.

Rather than looking for the old discs, try looking for updated drivers online.

This may be complex.  If I recall correctly, there were legal battles with Dolby whose computer code was used by Sony and Panasonic when Blu-Ray standards were developed.   Adobe stopped using everything from Dolby and that seems to have ended any HD disc burning.  I read something last week that suggested Microsoft is doing something similar.   If that is true, it might be the cause of your issue.
