Adobe Premiere Elements 13 doesn't start

Hi, I found that my Premiere Elements 13 doesn't start. Yes, it's old program but I used it from time to time and it's enough for my needs. I unistalled it and installed again but it doesn't help.

I working at laptop with Windows 10 and Nvidia GeForce:

GeForce GTX 860M driver 456.55

Nvidia GeForce Experience, version 3.20.4.14.

Any tips what's happen?

What if you install the trial version of Premiere Elements 2020? Does it open?

I didn't try, but I have also Photoshop Elements 13 which working well.

I can try, but I'm not sure if results solve my problem.

Of course it won't. But expermenting can help isolate the issue.

OK. Premiere Elements 2020 works.

Version 13 still doesn't work, but now shows information below:

Failed to open the catalog. The database is corrupted or its version is out of date and cannot be updated.
