black stripes in the preview

hello, I have a problem with Adobe premiere elements 2020 because when I put the clip, I see black stripes. 
Can you please tell me how to remove them?

The probable issue is that your video driver was somehow changed.  It may have been part of an operating system change.  The usual solution is find the current video driver and install it.  If you have an Invidia GPU, consider the "Studio" driver instead of the "Gaming"driver.

I did what you said, I even changed the Gaming setter to Studio but it
didn't help. do you have any other ideas on how to solve it?

Without a screen shot, I can't tell what you mean by black stripes.  It may be you have project setting wrong.   Can you provide a screen shot?

Based on every post here in the last year with that same screen shot, you will have to take advantage of Nvidia system to download and install a new video driver.   It is NOT an Adobe procedure.  It is a procedure for you computer system and Nvidia.   John T Smith provided a link to Nvidia in a post above.

I re-read this topic and saw that you did post a screen shot.   I also re-read you post where you said you changed the settings to Studio.  I don't understand that.  The solution is to get a new driver software via download from the source.  It is not a setting.   If none of this works, as the owner of a recent version, you should be able to real time help at https://helpx.adobe.com/support.html

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
-for Premiere Pro and MAYBE Premiere Elements use the STUDIO driver, not the GAMING driver
-such as (this MAY not be the latest) https://www.nvidia.com/en-us/drivers/results/170344/
If you have a laptop you MAY also need to check for a laptop specific nVidia driver
ATI Driver https://www.amd.com/en/support
Intel https://downloadcenter.intel.com/product/211969/Intel-HD-Graphics-Family
There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version
